Welfare Rights Team 
Rhondda Cynon Taf County Borough Council employ a number of Welfare Rights Advisers, who provide specialist information about benefits and explain the choices available in order to maximise the income of service users with complicated welfare benefit problems.

General Welfare Rights Advisers assist people of all ages and client groups regarding their benefits. These advisers do not advise the general public; therefore you must be referred to them by your social worker. There is a General Welfare Adviser in each of the three areas, Rhondda, Cynon and Taf Ely:

Gerda Becker is a Welfare Rights Adviser developing a new project that advises physically disabled young people and their families in relation to the complex benefit issues that can occur around the period of transition from childhood to adulthood. The project is not currently taking direct referrals but will be contacting young people aged 16 to 19 who are known to Community and Children’s Services.

If you are not eligible to access any of these Welfare Rights Advisers, a leaflet listing benefit and consumer advice agencies that work in Rhondda Cynon Taf can be requested by contacting the Carers Support Project on 0808 1001801, or can be viewed below. The Citizen’s Advice Bureau is the largest organisation that provides advice on all types of benefits to members of the public. They can help by carrying out benefit checks and assisting with form filling up to representing you at appeals. The Citizen’s Advice Bureau can be contacted for telephone advice or you can visit your nearest bureau in person, where no appointment is required. Contact a Family is a UK wide charity providing advice, information and support to the families of all disabled children, no matter what their disability or health condition.
 
They produce a quarterly newsletter, which offers information on sources of local support and events and covers topics of interest to families of disabled children, such as benefits. The newsletter is available to both parents and professionals free of charge.
 
A variety of fact sheets are also available from the Contact a Family website, covering subjects such as benefits, holidays, siblings and special education.
 
Contact a Family organise workshops and conferences for parents, which provides an opportunity for parents to come together and share their experiences. Previous topics have included the needs of siblings, transition and challenging behaviour.
 
Contact a Family also support the development of new and existing parent groups, enabling parents to get in contact with other families, both on a local and national basis. Please contact the Wales office for details of support groups running in your area.

The Home Efficiency Scheme
 
 
The Welsh Assembly Government is funding the Home Energy Efficiency Scheme, which provides heating and insulation grants to eligible householders to make their homes warmer and more energy efficient.
 

 
HEES grants of up to £2000 are for householders who are in receipt of a qualifying benefit and who either have a child aged under 16 or are pregnant and have an MAT B1 maternity certificate.
 
 
HEES Plus grants of up to £3600 are for householders aged 60 and over, lone parents with children under 16 and people who receive certain sickness or disability related benefits…..
 
……For example, householders with a child under 16 claiming Child Benefit with the child receiving Disability Living Allowance are eligible for the HEES Plus grant.
 

 
To be eligible, you must be receiving the required benefits. For more information about whether you quality and to apply for the scheme, please call eaga plc, who manage the scheme, on 0800 316 2815 or apply online at www.heeswales.co.uk
 
When you apply for a HEES grant, you will be offered a benefit entitlement check to see whether you are receiving all the benefits to which you are entitled.
