SNAP Cymru

SNAP Cymru is a charity that offers information and support to families of children and young people aged from 0 to 25 who have or may have special educational needs.
 
SNAP Cymru is a parent-led organisation and provides a statutory Parent Partnership service in Rhondda Cynon Taf, which delivers free, independent, impartial and confidential advice and support to parents, carers and young people.
 
SNAP offers a listening ear and assistance in meeting your child’s educational needs, and also provides advocacy and disagreement resolution services. For example, SNAP can assist you in preparing for meetings, school visits and discussions with professionals, and can attend meetings with you when appropriate.
 
SNAP can advise on issues relating to children and young peoples’ education and development, such as the Statement of Educational Needs and Note in Lieu process, School Action and School Action Plus, Transition Planning, your child’s Individual Educational Plan, rights and responsibilities, bullying, non-attendance or truanting, exclusions, appeals and tribunals.
 
Advice can be sought through SNAP’s Rhondda Cynon Taf office or through the national telephone helpline. You can also make an appointment to visit either the SNAP office in Pontyclun or the drop-in sessions at Mountain Ash Citizen’s Advice Bureau; alternatively, a SNAP worker may visit you at home if appropriate.

The term ‘special educational needs’ (SEN) refers to children who have learning difficulties or disabilities that make it harder for them to learn or access education than most children of the same age.
 
 
The Council’s Learning Support Service provides a wide range of specialist support for pupils identified with special educational needs.

The Special Educational Needs Code of Practice

 
The basic principles of the code are:
 
 
  • All children with special educational needs should have their needs met
 
  • The special educational needs of children are normally met in mainstream early years settings or schools
 
  • Your views will be taken into account and the wishes of your child will be listened to
 
  • You have a vital role in supporting your child’s education
 
  • Children with special educational needs should receive a broad, well-balanced and relevant education
 
 
The code describes how help for children and young people with special educational needs in schools and early years settings should be made by a step-by-step or graduated response. If your child has special educational needs you should be consulted at each step.

Rhondda Cynon Taf County Borough Council has recently published a new booklet entitled ‘A Parent/Carers Guide to Transition and Transition Planning: Assisting your Child into Adulthood’.
 
 
The booklet sets out the Transition planning process and additional support services for children who have a Statement of Educational Needs or a note in lieu. The guide aims to assist you in helping your child to plan for their future as they grow into a young adult, and also provides useful contact details relating to transition.
